Ascender masters and elder ancestors by Article 74 of the holy Covenant of One Heaven shall be responsible for the good governance of belief collectives of One Heaven.

An Ascended Master or elder is a higher order spirit who is not yet recogniszed as a saint, yet has lived an exempliary life and who represented their community on Earth in some capacity.
